It is fifteen years, the target period upon which the 164 world nation-states prioritised six comprehensive education goals aimed at achieving education for all during the World Education Forum held in Dakar in 2000. However:

“There are still 58 million children out of school globally and around 100 million children who do not complete primary education. …. Overall, the poor quality of learning at primary level still has millions of children leaving school without basic skills. …. What is more, education remains under-financed.” (UNESCO EFA Report 2015)

Though there have been valuable achievements by the nation-states in the last 15 years, we are nowhere closer to achieving education for all yet. As such, it is of great importance that new education targets by the nation-states must be specific, relevant and measurable.
